How do I get in touch with Customer Support?
I purchase the Upgrade which is supposed to get me a Talent Specialist and improved discoverability of my job but the specialist never appeared and is unreachable and I can't seem to find any way to contact anyone sat Upwork about.
I'd ike to get a refund or to actually speak with my Talent Specialist. Does anyone ave suggestions here?

From a freelancer's point of view, these talent specialists suck big time. There are many threads that highlight their ineffectiveness at hooking us up to jobs that suit our relevant skills. Just saying.

By definition, a "specialist" would be scarce. Maybe "their" specialty is not "your" specialty either (probably).
Maybe a "talent generalist" would be more available (and useful).
