Ok. I agree with you.

But If one guy boost with 51 connects, he can go to the top of the boosted members.

Please think why they can't do that.

Because they create a account for my job and boost 50 connects what they can have when they just create upwork account.

50 - 50 = 0

So they have no connects no.(that account will be blocked soon because it's banned in TOS)

If I don't reply to that bid proposal, they will create another account again.
They find another job, then boost 50 connects again.

Does this make sense?

Newbies receiving 50 connects from registration? It make sense. So it is bots. Legal newbie will spend connects to many jobs, won't waste for boost. It also explains where the crowds of people come from at all the jobs.
