How do I get my refund of Declined fixed price offer

Hello Everyone, I sent an offer for a fixed price project to someone who later declined the offer because he can't handle one aspect of the project. upwork asked me to deposit a certain amount before I send an offer for a fixed price offer which I did. But after the offer was declined I checked my transaction report, the statement there indicated that the deposit has been refund. I checked my bank account and there was no refund . Can someone please tell how to ensure I get my money back.
