Receiving an error when creating an offer

i am trying to hire someone but i am receiving this error message: 

An error occurred while processing your request. Please try again.

I cleared the cache and cookies and tried several devices, i still get this error

my payment method is paypal and i have enough funds in my pp to cover the deposit
