findin any kind of flesh&bones help

Can yous find any flesh & bones rep?  I cannot, not on the telephone, not on chat, not on nothing....   This is no good.  I need to complete a task, cannot enter the appropriate place, cannot find UpWork help!  This is no good.  I am left to logon a public complain here - which will be promptly erased from the system, I am sure!

these are the details
1. I joined sometime early-mid Feb 2021, my Email is

2. I hired a sw engeneer, he completed the job successfully,
3. I decided to hire him again as a contract,
4. It seemed at the time that I had, or it would be better, to use a
different email address, because I had problems to open the contract,
this was before I closed the first job,
5. I opened the contract with the Email**Edited for community guidelines**this was accepted by the system
6. I paid already one time (perhaps more) from this contract under

7. The engineer purchased a few small items (US $30+) for the work, for
which he needs to be reimbursed,
8. This item 7 is the problem. I received a notice to approve the
reimbursement at**Edited for community guidelines**, with a link to click to
approve. I click, which then brings me to a blank page with UpWork
written on the top-left, only this writing, nothing more, from which
page I cannot proceed.
9. My question then is: any suggestion how to approve the expense? I
cannot logon as**Edited for community guidelines**either.
