A small math problem about connects

I was on the free plan with 11 connects remaining, I just switched to plus. I am made to understand I should receive 80 connects and that is a total of 91. Unfortunately, I only got 83. 

There is where the confusion is, how did it get to 83? 

PS. I have not used any connects.

They are prorated depending on where you are in your billing cycle.

what does that mean exactly, I thought the cycle will be based on if you are on plus or free. I was on a free plan, just activated the plus.

No. The billing cycle depends on the day you joined upwork. Look up you billing cycle, and the date you upgraded, and then calculate the connects accordingly.
