This client has hired freelancers for this job, but still the job is open for proposals and and connects are wasted. Upwork should take some actions against this. It is very frustrating.

It is very common for clients to leave a job open once they have hired a freelancer. Perhaps the freelancer isn't a good match and isn't working out? Then they may want to choose a second freelancer from the existing proposals submitted instead of posting a new job.

No need to flag these job posts. It is perfectly fine and within Upwork ToS.
