Are proposals disappearing from your list?

I've thought this might be the case for about a month but it became clear when it seemed like someone contacted me out of the blue asking if I would take on their project, then provided a link to a script that I'd seen yesterday.

But, the message wasn't tied to the proposal--an 'interview'--like it usually is and because I needed to know what I promised them before I went back into the list of submissions only not to find it there.

Apparently, what I promised then and asked for now were the same because a contract has been initiated, but I'm just wondering if other freelancers are experiencing this missing proposal phenomenon, too.
