Billing Method Issue

Hello, I am planning to make an Agency and want to upgrade to Plus Plan. The note said that if my available balance is sufficient, it will be automatically deducted from it but it will return an error as

 

"Your payment could not be processed. Please choose an alternate payment method or retry again later."

 

I think it is because my primary billing method has insufficient fund that is why I left a balance on my upwork account but it won't but if it will look for the Agency's Available balance then I understand but if it will look on my freelancer account, please help. Thanks!
