Can't submit proposal

Hello,

I can't submit proposals for any type of job. I clicked on the Submit a Proposal button multiple times, but the button is not responding. In fact, no error message is showing. As I have enough connects and have also tried several browsers and cleared caches and cookies, but the issue still persists. Can anyone check that what is the issue with my account? . Please help me any one to resolve this issue ASAP.  Also find the attached video for better understanding.
