Cant Submit Proposal

Just joinoed recently and I am having issues submitting proposals. I have cleared my cache and cookies, tried different browsers but still get the below:

Hi Techro,

At the moment, you don't have any Connects under your agency profile and that is the reason why you can't send a proposal. 
Since you're an exclusive member of your agency you can only use Connects from the agency pool. Thank you.

Try to change the DNS setting or reset your router.
