Client requesting for changes

I need some advice for my situation please.

have a fixed price contract which i split into multiple smaller milestone based payments.

I allow for 2 rounds of revision, but I gave my client 6 over a span of nearly 2 months.

Now after submitting the final deliverable and requesting to release escrow payment for the last milestone, the client has requested for more changes. (which has blocked my payment - the classic fixed price loophole)

I have very clear communication with the client about 3 main things:
1. Signed contract that we have only 2 rounds of changes for 2 weeks work.

2. Drafts after each revision request.
3. Clear communication about the final round of comments and completion of final deliverable.

I've quoted a price to the client that any further changes will be chargeable, to which the client is obviously refusing and saying they never asked for final deliverable it should still be in draft stage etc.

What is my best course of action?
1. Resubmit for payment and wait.
2. Edit final milestone and add my proposed price for the new changes. ( i dont know what implications this will have to the amount in escrow)
3. Open a dispute
4. Some other solution?
