Couldn't send proposals even though my account it approved

Hi, it's been a while since my account got live and been approved by Upwork.

However, I couldn't send my proposals to some clients that I opted to work with. The submit a proposal button is not available. 

I hope someone can help me with this one. Thanks in advance.
