Sometimes I get a message on my proposal that I do not meet the client's requirements. The reason given is ""Location UTC 5:00 or something similar. Does that mean I cannot submit a proposal because of my location or because of my time zone?

I guess, they are merely preferences, not requirements. If you know you would be a great fit for the job, apply anyway.
One of moderator will explain you about this.

Hi Suzanne,
Clients can set preferences for the freelancer's location. Since this is a preference and not a requirement, you should still be able to apply for the job if you feel like you have all the skills and experience necessary to complete it. Thank you!
