Due to name mismatch, Paypal and Payoneer Withdrawal methods became Inactive

I use this 2 withdrawal methods since the beginning of my Upwork account 3 years ago.. all worked good.

I have already verified identity, name... but now those methods became Inactive because name mismatch? 

I checked, and all names match, paypal, payoneer and on Upwork, name and surname.

I noted that in the certificate of earnings my name is written in Cyrillic... could this be the problem? When I go to change the name in the setting the name is written in Latin tho.
