Hi,
This is theoretical at the moment. It hasn't come up but may this week. Most of my jobs are small enough to complete in a week - under 10 hours. I prefer to submit the work and be sure the client is happy with it before entering my hours on those. Suppose today the client looks at the submitted work, goes "Oh, great!" then closes the job. Can I still submit the hours?

No. Once a contract is closed, there is no way to change or add anything.
Of course this wouldn't happen if you used the tracker. You'd also be protected from non-payment, chargebacks and disputed hours.

If you do work on a project and a client closes the project before you enter your hours:
- the client has not broken any Upwork rules
- clients are supposed to close a contract when the work is done
- you have used Upwork incorrectly
The time to log manual hours is immediately after a work session.
