Got a job offer but still waiting for the Compliance manager's approval

As mentioned in the title, I got a job offer after submitting a proposal, but I am still waiting for the Compliance manager's approval to start this work. But I haven't heard back from the manager although I messaged and emailed her. In this situation, who I need to contact?

Hi Jihyo. Excuse me to interfering. But, yeah, it may take a while. I had more than 2 weeks before everything was reviewed. But when they got to it everything was complete in a day eventually. So it must be done sooner or later for you.
