How can I create a new proposal after withdrawing my original one

Hi, 

I recently withdrew a proposal from a client, and then when I attempted to a create a new one, I couldn't. I managed to create to new proposal by submitting a new application to the clients job request. However the client cannot see this, even when I send him the link.

Please can you advise on a solution for this?
