I completed a job, and was asked to pay a refundable deposuted, and now being to asked to pay more,

I wasn't a job. You broke rules and contacted scammer outside. Of course you was scammed.
Follow ToS in future. Job - it is Upwork contract.

You cannot contact telegram. Ask anything you want via messages. If contract not opened then block scammer and report his. Your connects will be returned, scammer will be banned. You will save your time. Thats all.

It is good. Because you may be banned for outside conversation without contract.

It is not the freelancer's fault. Stop blaming the freelancers when Upwork is not capable after 2 years to identify and delete dozens of scammers!
After flagging more than 50 scammers this week, there are still there, posting jobs every day, every hour.

I'm new to upwork too.
However, I have tried to read the guidelines as much as I can and I'm also taking a beginner's course to better understand, navigate and comply with the platform. I think you can try that too. I hope it helps
