Lack of real person support

I have freelancers who I need to pay. Upwork tells me there's a problem with my paypal account. I use it all the time elsewhere and it works without a problem. I've spoken to a paypal employee and he told me there is no issue at their end.

I've tried to get help with this problem and I just haven't found any way to talk to a real person rather than through text to some non effective trol.
