Made withdrawals but no connects refunded

I have made several withdrawals from my proposals as the clients were unresponsive. However, I haven't been credited those connects back to my account. Why is that?

You don't get refunded. Connects are only refunded when the job expires without anyone hired. Or there may be another condition, but I can't remember what it is.
