I am very sad because all the works I look for all ask for fee security and also they add a link to go to telegram or WhatsApp all of this type of works like  convert pdf to word or retype documents are the same, please take care because this was not the same as in past

Yeah. It's like a plague. It does not affect me directly, but I feel bad for the new and entry level freelancers dealing with this.

Ultimately this is a drag on the platform and not good for any of us.

The solución may be on the platform or People Who could flag all this type of ugly works because it afecta me very much

Since months ago ae just appearing people that offers jobs and they only want to stole freelancers asking security fees and also they say they work with a great company but are just lies they offer a lot of money and makes you happy but are only lies , I am very sad because all works are the same and all ask to contact by telegram why this is happing now, years ago this was not like this now all are the same contact by telegram or whatsapp, this makes me feel very bad because i can not found a good work . Is there any way to avoid this type of people?

UpWork doesn't care, or not in a rush in adressing this. They have their "reasons".

In the mean time you can exclude some keywords in the job list:

Or exclude non-payment verified clients:

https://www.upwork.com/nx/jobs/search/?sort=recency&payment_verified=1

Or any other combination you can try yourself.
