I just saw a job post from someone in Moscow... 

Upwork seems so good at designing algorithms that prevent so many of us from even getting our proposals viewed, but somehow lacks skills to uphold its own commitments...

It is common here. Time from time I see clients and freelancers from there. I did reporting some of them but it is useless, was ignored.

Look like money don't smell for Upwork.
