My application quota is 0 but my profile is complete?

Hey, I have started my profile about a week ago along with my friend. The thing is that we both have the same problem: our application quota is 0. We have absolutely no idea why. Did you have the same problem? How did you overcome it? By the way we both did oDesk Readiness Test and few other tests regarding English language. Help?
