Not able to Buy connects or upgrade Membership Plan

Since today morning, I am not able to buy connects using the Paypal method. 
In Past, I used Paypal as the primary payment option and could buy connects or upgrade to a membership plan. 

I also tried using my Dinners Credit card as well but it also got failed. 

The only payment option which worked was when I attached a Debit card from the same bank from where I have the Credit card. 

But now again seems like payment is not working. 
Can anyone Please connect in DM to discuss this?
