Not getting any new connects

I used to get 10 around the 17th day of each month, but not any more. All I get are emails from Upwork that tell me I'll lose a certain amount if I don't use them. I haven't so far, and getting a new client is tough since they're either fickle or their rate isn't up to my standards. Is this a case of the right hand not knowing what the left hand is doing?

You’ll see your monthly free Connects added on your next billing cycle date. You can learn more about the monthly billing cycle here. 

Additionally, I would like to clarify that Connects will be used in the order you get them and unused ones will expire after one year. Feel free to check this page for more information.
