The client can send you a new offer. The easiest way would probably be for them to click on your name in the Messages and then click "View Profile." On your profile they should see a button "Hire Now" and can resend an offer.

Hi, I hired someone but the offer expired before I could pay them. However, it's already been funded, so I suppose the money is with Upwork now? How can I release the payment?
If the freelancer you selected didn't accept the offer before working on your job and the offer expired, you'll need to send them a new offer, advise them to accept it in order for a contract to be created and for you to release the payment to the freelancer. Let us know if you need further guidance.
