Profile Approval

I would like to ask what advice would you give to someone whose profile has been repeatedly disapproved even after completing all the details needed. This is for my sister, she is really looking forward to be part of Upwork community and it is really frustrating that after all her effort in trying to join Upwork, her profile is still yet to be approved.
