Refund Requested from Freelancer - What to do?

So I hired a freelancer and out of good faith paid them 50% upfront ($150) on Oct 10th. This was to have them on standby for my client when she needed us to run ads and when she did, a few weeks ago, it was extremely difficult to contact the freelancer and the freelanceer has been unresponsive for almost 2 weeks now so I requested a refund (Nov 2).

 

Do I just wait for the freelancer to become responsive again? They have still not replied to any of my mesages and i'm wondering if there's any more that I can do than just leave it at "Refund requested". (Btw - it wasn't in escrow, it was paid out).
