Refunds and Upwork fees

I need to issue a refund to a client but I'm confused on whether the fees are also refunded by upwork. When I try to give a refund it says I don't have enough funds in my balance but the missing amount is teh upwork fee. So does that mean I have to cover the upwork fee out of pocket if I give a refund?

Thank you for your message. We will deduct the refunded amount (including refunded fees) from your lifetime earnings with the client for determining your relationship’s service fee. You may want to check this help article for you to be more acquainted with how the procedures work.
