There has been some Indian Clients Roaming uselessly in Upwork with Verified & Un-verified Bank Account Nos. posting Fraud & Fake Jobs adding more than 10 Connects. Whenever, Freelancers Apply & Submit Proposals, to their posted Jobs, they Run away & Dis-appear. They waste our Expensive 10 & more Connects, Dis-appearing from Upwork. These Fraud & Fakes things are also done by Clients across the World.
These are the Un-cultured & Dis-mannered things done to Spoil the Standard of Upwork & Freelancers.
We Request you to Ac-knowledge & take Action against these happenings in our's Upwork.

If you are dealing with scammers, whether clients or freelancers, they probably aren't where they say they are.
If by verified bank account, you mean verified payment, that means absolutely nothing, and you should never look at that as indicating a scam.
Upwork will tell you they are working on the scams. The reality is, you have to avoid the scams and if you want Upwork to do it, you will have a very long wait. Read this, and learn the facts. You have to learn to vet the clients.

Let me inform you by Verified/Un-verified Bank Account, I meant Client's Payment Method Verified/Un-verified.
Basically, I think you didnot understood, Why? the Issue regarding Fraud & Fake Clients was raised, in the above message, for Support & Help, from Upwork Team.
Incidentally, what you mentioned, it is not Understandable at all Properly.
I thought the Solution would be from Upwork Team, but it is from some fellow Freelancers & Community Members, like Us.

Upwork is perfectly aware of fake clients and scammers, but is not willing to take any actions against them. Do not count on it.

I know you have a Brilliant Track Record in Upwork. Eventually, you have the Experience as a Freelancer in Upwork. These two Achievements Track Record & Experience, made you Realised & Recognise "The Un-willingness of Upwork to Take Actions".
Recently I have again checked those Clients posting on again Frauds & Scammers Jobs with 16 to 20 Connects, even after having such a Huge Discussion, as above with you & all Community Members.
Upwork remains Silent in Tradings. Reason, Clients & Money.
The same happens in Un-civilized Society, when Humans remain Silent, for Humans, in Corruptions, for some Money.
This will become the Nature, until somebody Protest.

Yes, the client's verified payment means nothing at all, and is no guarantee of anything. This is fact. Upwork runs three tiny reversible charges at the beginning to determine the card is valid., However, that doesn't mean the number isn't stolen, because it often takes time to report.
I understand you are talking about fake clients, that's why I referred you to the article, with all the links. You need to learn how to vet the clients, because no one, including Upwork, will do it for you. Upwork is no different from a random chat room, where you don't know who people are or their intentions.
Freelancing means you are self-employed. As with any self-employment, you are responsible for all expenses, and how you handle the clients. Learn the Red Flags for scams, and how to spot the fakes. Do not apply for just any job. Check them out thoroughly, and do not apply for a job unless you know you are fully qualified. Don't boost unless you know you are one of the top three qualified people.
If you have questions about my comments, please post again. I'm not sure what you didn't understand. If it sounds like I'm putting this back on you, in a way I am. The only way to check jobs and the clients is if you do it yourself. Upwork will do nothing to help; you must protect yourself from scams and poor business decisions.

Jeanne understand your posted message. Her response is two-fold:
1) She was trying to help you understand that identifying scammers as Indian freelancers or clients is ill-advised because most scammers will obfuscate or hide their IP addresses and physical locations;
2) She wanted to inform you that Upwork already knows about scammers and they have openly acknowledged it many times, and your best course of action is to be self-aware and avoid scams. Upwork will only combat scams when/if they want to, and she was attempting to help you understand that reality.
Your post is one of thousands that summon Upwork to take a stand against scammers. Upwork will respond to scammers when/if it chooses. It has always been that way, and messages from freelancers will not change that.
