Submit Proposal is greyed out. Notifs and messages are also disabled.

Good day, 
                         I've recently come back to upwork from a 2 year hiatus, and managed to update all the details in my account today. I found a few jobs I'd like to apply to but all i can do is heart it and be intrested however I cannot send any proposals, anyone have any idea as to why? Thank you all very much in advance. 

Edit: I also have no access to my notifications and messages, it keeps saying i have no access to it.

Hi John,

You will need to update your profile hourly rate to at least $3 per hour or more and also add your full address. To add your address go to Settings > Contact Info > Location. After this, you should be able to send proposals. If you have any additional questions let me know, thank you.
