Hi, I'm having an issue with the submit a proposal button. When I click on it, a new tab pops up with the same page but it's not doing anything. Everytime I click on the button, it just loads and doesn't show the part where I have to type something. Please help

I'm having the same issue where when I click to submit a proposal, a blank page is loaded. I've attached a screenshot.
