Time tracker API or webhooks

What about ability to send start and end time to external sites? Does it possible? Suppose I started my work using official Upwork time tracker, can I send this time to external project? Perhaps it can be done using webhooks. Just inform my external service, that time was started/finished. It will help combine several services to common one.
