Absolutely not.
That would mean that when unqualified freelancers bombard the client with so many garbage proposals that the client leaves the platform without hiring, those freelancers would be rewarded with the opportunity to drive away the next client for free.

I'm talking about those clients who post jobs but don't bother to review proposals, causing us to use connects without any benefit.

It's a terrible idea. The last thing we need is even more connects floating around the platform. The clients receive enough garbage proposals, they don't need more. Free flowing connects hurts every legitimate freelancer, clients, and the platform.

How can you tell them apart from the clients who look at the many emails they receive about proposals and don't see anyone they're interested in interviewing?

No way should connects be refunded for non-hiring jobs. This would encourage more people to submit even more garbage proposals, creating even more frustration for clients, reading bids from even more unqualified people.
