My last earning on Upwork is 833.33$ as per Upwork service policy if any person earnings rose up to 500.01$ then 10% will be charged as a service fee https://support.upwork.com/hc/en-us/articles/211062538-Freelancer-Service-Fees
but still, i am getting charged 20% from fixed or hourly jobs.
can anyone help me to understand?

It's for projects like if you project/contract worth equivalent to 500$ or greater than the 10% fee detected. It's not about the total earnings of the profile.
Hope it clarifies and gives a Thumb up If yes.

That only applies if that money has been earned with the same client.

Hi Ali - The 10% fee is applied to jobs that you have with the same client. Any time you have a job with a new client, the service fee is 20% until you make $500 with that particular client. The service fees are not based on your total earnings between all of your jobs with various clients.
