It will be 20% on the first $500 from that client; it will be 10% from $501 up.

If my total income for 1 client reaches more than $20,000.00, is the upwork fee still the same? 5%?

Yes. 20% of 250 is 50...
The fee is 20% on the first $ 500 per client, then it drops to 10%, then 5% after $ 10.000 with any one client. Read about it here.
Fees are a business expense freelancers need to factor into their rates, (provided one has actually taken the time to find out about the fees before jumping in feet first...)

No, its 20% of 250 so it's $50.
