Want to report client

I have come across two jobs that I applied for. Both of them replied, but one client is asking to complete his big complex OCR project in advance to check the work quality and then choose to initialize the contract and decide on financials if he likes it. The guy seems like a scammer to me who uses sweet words to manipulate freelancers. The second job was to automate a registration process on a government official website but turns out the guy wants to bypass customer registration service. The client also looks suspicious. I have a request from Upwork to take down these jobs and clients for freelancers' safety.
