Why 4.0 (80%) is considered a "Below Average" for Translation Test?

I just finished my first free test which was a Translation Testing and I got a 4.0 out of 5.0.  Although I passed but my score was graded as "Below Average", why?  Isn't a 4.0 a 80%, why "Below Average"?

Can someone kindly enlighten me?

Below average means that more than half of the people who took the test did better than you did.

98% can be below average if 6 out of 10 people got a 99 or 100.
