You are not eligible because you haven't been asked to verify your ID by Upwork.

ID verification costs money and as the vast majority of new freelancers never actually generate any revenue for Upwork, they tend to only spend money by verifying the ID of freelancers who have started earning.

When Upwork want to verify you, the option will become available.
