guys anyone noticed that sometimes your proposal is delayed to be sent to the customer or is it just me? or does Upwork choose which proposal to send first? maybe am being paranoid )))))

How would you even know? (You can't unless you apply to your own job posts which could get you banned)

No, but they do determine whose proposal is shown at the top.

An algorithm that tries to determine "best match". Generally, the better your metrics and the closer your profile matches what the job post says the client is looking for, the higher the proposal is supposed to show.
