Hello Upworkers;
When I am looking for new project to submit my proposal, I see reviews from both job owner and the freelencer.
The question is:
How can I know if the the project has completed or not so I do not have to spend proposals around.

You don't. You can't know what the client is working on, how many projects he has, if he is outsourcing a small or a large quantity of work, etc. You need to trust him that he really needs what he is describing in his job post.
You might want to look at his feedbacks and hiring rate though before you decide to apply.

This is the idea.
I've seen many times that the owner has posted his projects just minutes ago but there are many feedbacks and rates.
basically, the project must have a sign that this project is new or processing (someone is working on it) or done.
In this way, we don't have to spend our proposals for nothing.
