my Top Rated eligible weeks never came up and in some weeks it's goes down, is this normal

my Top Rated eligible weeks was 5 of 16 and since 4 weeks it moved to 4 of 16 is this normal and when can I have the Top Rated badge, can you please check this and let me know what is wrong
