A job expires after 30 days of inactivity but clients are still able to review proposals and hire freelancers after the mentioned time frame.

What payment? Clients don't pay to create job posts.

No, it just means that Upwork at some point in the past veified the client's payment mmethod and it is linked to the client's account. It doesn't mean the client paid anything. A job post is not a job. It's essentially a little advert. No more. No money in it.
