Assistance sought: cannot input proficiency level, the drop down box is faulty

Hi fellow users and Tech Support of Upwork

I am new to Upwork and there are two drop down boxes that could not drop down. 

I think it needs the Upwork tech guys to fix it.  Please see whether anyone could help.
