Can't submit proposals

I can't submit proposals when clicking submit, a errror message shows up with a link to contact support.

Hello Jean,

I reviewed your profile and it seems it's private. So that you will not able to submit the proposals. In this case, you need to complete your profile 100% or upgrade your membership plan.

Hi Jean,

I checked your account and was not able to find any problems with it.
If you`re trying to apply to UK jobs only you will first need to verify your location, you can do this by clicking on the green hyper link above your job feed. If further help is needed let me know, thank you.

Goran - Please help me as well, I am unable to submit a proposal. The tab is grayed out. I have had this account for years already and I only decided to update it for future jobs online via up work. I have also purchased connections thinking that it would lift any restrictions. Please help me. I need my account working so I can start looking for a job online.
