I have closed an account that was registered by accident. Now I want to change my current account email to that closed one. But it said the email was using.
How did that happen?

Peng, I understand what you did. What you don't seem to understand is that you violated one of Upwork's most important rules. They take this very seriously.
No matter what you do, on your own, you are likely to have your account suspended or terminated. If you do this on your own.
But if you work with Upwork Customer Support, they will help you sort out your multiple accounts in an official way so that you won't get found out later on and suspended.

You are not allowed to do that.
Upwork bans people from its platform who try to create multiple accounts. So you need to be careful here.
You are allowed to have only one account. You need to work with customer support and apologize for what you did. Ask them to help you sort this out so that you only have one Upwork account. That may mean reopening your original account and closing the second one.

First of all, I have closed the extra account as I described. Now I only have one account.
Then, I want to change my current email to that closed account because my paypal was applied by that email.

Peng, you need to use the Upwork Help section to create a help request ticket. Live chat is reserved with regards to who can use it, and you probably are not authorized to use it. One generally does not communicate with Upwork via email unless they contact you first and ask you to reply via email.
Start with a help ticket.
Or if you are fortunate a Forum Moderator will read this and intervene. But you have no way to control that, so can't count on that happening.

Once you have used an email addres to register here, is forever stored from my understanding, and can't be used again to register another account. Actualy you have to reactivate that first account you closed, since you can't have 2 accounts made for the same person.

Just add the email address you use for your Upwork account to your PayPal account and the problem is solved.
I would also suggest that you do not offer bidirectional translation. Very few professional translators do that. It tends to not work out well.

Hi Peng,
as Preston had explained, it is against Upwork ToS to have duplicate accounts. The email address that is associated with your account can no longer be removed from that account. If you have inadvertently closed your account, please send me a DM with your account's email or userID so I can check this for you. Thank you!
