I attached wrong file, can I change it without withdrawing my proposal

Once your proposal is submitted, you can't edit it.  

Your choices:

1) Withdraw

2) Re-apply attaching the correct document (doubling the # of connects to apply)

For the future, don't submit until you've reviewed the proposal.  Many freelancers type up their response in word prior to entering it in Upwork.
