PayPal billing method forces me to enter credit card, then Upwork denies it anyway

hi, as a client, I'm trying to setup our business paypal account, butwhen I add PayPal as billing, it asks for a "Credit or visa debit card".  I enter the card info, then upwork denies it anyway.

Some things about this paypal account:

it's a verified business account

it's not linked to a bank account

it always has a balance on it

so what's the problem? Upwork won't take PayPal's $?

Are they prepaid cards? That won't work. I thought for a business account you needed to have a bank account attached and a CC? Maybe it's two CCs and I'm remember wrong. I have a business account and have both but you can't use a prepaid card.

Yes but it is actually my wife's personal PayPal account which I would prefer not to touch.

Is it because we don't have a CC / bank account linked to the PayPal account I originally wanted to use?

 Yes, Peter.

Upwork only accept PayPal accounts with a suitable funding source.
