Profile not approved.

I have a friend who is working very hard to get his profile approved. Well, i do think that i have unique set of skills with great employment history. His skill sets are in huge demand, here at upwork also. He even tried to resubmit his profile. He is getiing frustrated now, as he is very much interested and really wants to work here. Can someone help me out here as to why is my profile not accepted?
